Description
Las Virgenes Municipal Water District and Calleguas Municipal Water District own and operate potable water systems largely dependent on imported water supply. Both agencies are subject to scheduled and unscheduled interruptions of water deliveries that can negatively impact their ability to deliver potable water to their respective customers. On March 10, 2015, LVMWD and CMWD entered into an interconnection agreement in order to improve future reliability of both systems. This interconnection is a cost-effective way to deliver water between agencies if one were to experience a complete or partial supply interruption that did not significantly affect the other agency and would be of mutual benefit to both systems. Additionally, the interconnection would facilitate LVMWD’s filling of the Las Virgenes Reservoir during the winter months. The project would also enable LVMWD to expand recycled water service within its service area through construction of new pipeline laterals and service connections.
LVMWD is responsible for the construction of the South pipeline segment connecting LVMWD’s system (at the Thousand Oaks Boulevard and Lindero Canyon Road intersection) and the proposed Pump Station/Pressure Reducing Station (PS/PRS) site. The proposed South interconnection pipeline will be installed under the southbound lanes of Lindero Canyon Road within the City of Westlake Village, southward from the PS/PRS site to Thousand Oaks Boulevard. The South interconnection pipeline is composed of 4,977 linear feet of 30-inch welded steel pipe.

Schedule Updates

Recently Completed:
- All the fiber conduit has been installed.
- All 5,000 LF of the 30 inch water main have been installed.
- All 1,882 LF of the recycled waterline has been installed.
Upcoming Field Work:
Week of 7/6/21: Installation of air-vacuums, blow offs, and other appurtenances along the pipeline alignment. Filing of the pipelines for disinfection and testing. Cathodic protection testing
Week of 7/12/21: Connection of new waterline to the main system. This includes overnight work at the intersection of Lindero Canyon Rd and Thousand Oaks Blvd.
Week of 7/19/21: Grind and paving of Lindero Canyon Rd from Thousand Oaks Blvd north one-mile
Public Outreach
At LVMWD, we are committed to maintaining a high level of communication and transparency with our local community. We will regularly update this dedicated webpage to keep you informed of the project. We will also be utilizing mailers, door hangers, social media, and our Everbridge alert system to keep residents informed of construction impacts. We have been working closely with the cities of Westlake Village and Thousand Oaks to finalize traffic control plans, construction sequencing, and specified work hours, all to minimize the impacts to local residents.
Letter to Residents and Businesses Regarding Interconnection ProjectEnvironmental Documentation
The Interconnection Agreement between LVMWD and CMWD specifies that CMWD will be the lead agency under CEQA. The final Environmental Impact Report (FEIR) for this project was completed by CMWD. As responsible agency, LVMWD has filed notices of determination for the project in both counties. A copy of the Final Environmental Impact Report can be found here:
Construction
LVMWD issued a call for bids on July 9, 2020. The Call for bids included optional work for the City of Westlake Village (City). The City work includes installation of new fiber optics conduit and full street repaving along Lindero Canyon Road.
As part of this project, LVMWD will also retain the services of a professional consultant to perform inspection and construction management services during construction, as well as a firm to provide cultural resources training and monitoring in compliance with mitigation measures identified in the Environmental Impact Report.
