Welcome to the Finance and Technology Department page for Las Virgenes Municipal Water District, where technology, innovation and fiscal responsibility intersect to support our mission of providing reliable, high-quality water services. This department combines the expertise of our Finance and Information Services teams to ensure seamless operations and forward-thinking solutions.

Our Finance team oversees essential functions like payroll, accounts payable and receivable, public finance compliance, and grant management. Their work ensures financial transparency, accountability, and the effective use of resources to support our community’s water needs.

For over 20 years the LVMWD Finance department has been recognized by the Government Finance Officers Association (GFOA) by receiving their  Distinguished Budget Award. Receipt of the award reflects the hard work of Finance staff in ensuring the completion of a comprehensive budget document that meets our industry’s best practices. It is also reflective of LVMWD’s long-standing dedication to transparency. In addition to the budget book, LVMWD releases a Budget in Brief that provides a high level overview of how LVMWD manages the resources entrusted to us from our customers.

Our Information Services team focuses on cyber security, automation, and technology services, ensuring the District’s systems remain secure, efficient, and adaptable to evolving challenges. From safeguarding sensitive data to implementing innovative technologies, this team is at the forefront of driving operational excellence.

Purchasing 

Thank you for your interest in working with the District. LVMWD is committed to maintaining a fair and open purchasing process for both the District and its vendors while striving to obtain the best possible products and services for the District in a financially prudent manner.

Purchasing primarily focuses on goods and services while Engineering handles the more detailed Public Works - Contracts such as pipeline replacement. Purchasing partners with the various departments to obtain quality goods and services at the best competitive price and terms and recognizes the importance of vendor input.

Information Services 

The District’s Information Systems is an internal services division that supports a local area network with servers, software applications, desktop computers, laptops, wireless access points, firewalls, switches, and CCTV cameras. Information Systems also oversees a comprehensive Supervisory Control and Data Acquisition (SCADA) system, web services, MPLS network, Voice Over Internet Protocol (VOIP) telephony, Geographic Information Systems (GIS) and many real-time IP based communications systems such as security video applications.
The team is committed to providing technology and the development of digital services that support the district’s mission of providing high quality water service in a cost-effective and environmentally sensitive manner.

Business Systems and Support

This team supports the Enterprise Resource Planning (ERP) system, the Customer Information System (CIS), Email, and other enterprise support platforms used by District staff. The team also manages the provisioning and support of servers, data storage systems, desktops, laptops, tablets, and other devices.

Networking and SCADA

The networking and SCADA group oversees the deployment, configuration, and support of the district’s network systems, telecommunication, cybersecurity programs, and supervisory control and data acquisition (SCADA). This team manages the planning, implementation, and operation of the City’s Information Technology infrastructure, including telecommunications; radio communications; and wired and wireless networking connecting four main facilities, several Pump Stations, Tank Sites, and other miscellaneous facilities.

Geographic Information Systems (GIS)

The district’s mapping and spatial data library are managed through Geographic Information Systems (GIS). Several tools and websites facilitate the viewing and creation of static and interactive maps as well as in performing analysis.
