Brian Richie serves as the Director of Finance and Technology for the District, bringing over 17 years of diverse experience in finance and accounting across both public and private sectors. Appointed to his current role in June 2025, Brian oversees all Finance and Technology operations, including financial reporting, budgeting, purchasing, payroll, and the implementation of innovative technology solutions.

Prior to his appointment, Brian served as the District’s Finance Manager from 2021 to 2025, where he led a team instrumental in achieving multiple Government Finance Officers Association (GFOA) awards for financial reporting and budgeting. Before joining the District, Brian was the Assistant Finance Director for the City of Camarillo, where his responsibilities included overseeing production of the citywide budget and financial reporting.

Brian is a licensed Certified Public Accountant, holds a Master of Science in Accountancy degree from California State University San Bernardino, and earned his Bachelor’s degree in Finance from Ohio University.
