Planning for the Future
Urban Water Management Plan

The Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP) are water resource planning documents that are updated every five years. Both documents were adopted by the Board on June 16, 2026.
The 2025 UWMP and WSCP reports are available to view or download as a PDF. Please use the link below. The documents are large and may take some time to download, depending on your connection.

Climate Action and Adaptation Plan

The Board of Directors for Las Virgenes Municipal Water District (LVMWD) and the governing Board for the Las Virgenes- Triunfo Joint Powers Authority (JPA) recently adopted a CAAP that will provide a roadmap for reducing greenhouse gas (GHG) emissions in alignment with State goals. It will also provide guidance for increasing the resilience of critical facilities, infrastructure, services, and resources to climate change impacts. The CAAP identifies specific actions and potential projects that will help LVMWD and the JPA achieve GHG reduction targets, which includes being carbon neutral by the year 2045. One example is the potential installation of up to 15 megawatts of floating solar panels at Las Virgenes Reservoir. The CAAP also reinforces the need to diversify the water supply portfolio via the Pure Water Project Las Virgenes - Triunfo, which will advance treat recycled water and provide up to 30% of drinking water for LVMWD and JPA customers.
Adoption and implementation of a CAAP will help the JPA compete for low-interest loans and grants to fund the Pure Water Project and keep water and sewer rates low.

Hazard Mitigation Plan

Las Virgenes Municipal Water District is currently updating its Hazard Mitigation Plan (HMP) to better identify and reduce risks from natural and human-caused hazards that could impact our water infrastructure and the communities we serve, including Agoura Hills, Calabasas, Hidden Hills, Westlake Village, and nearby areas of Los Angeles County.
We are pleased to share the Draft 2025 Hazard Mitigation Plan for public review. This plan incorporates new data and stakeholder input to enhance our preparedness and resilience strategies.
Public input is a critical part of this process. We invite residents, businesses, and community organizations to review the draft and provide feedback to ensure the plan reflects local priorities and concerns.
You may view the full draft of the plan here
