 LVMWD is requesting proposals for a Potable Water Pipeline Condition Assessment, Rehabilitation and Replacement Study

The purpose of the Potable Water Pipeline Rehabilitation and Replacement Study is to identify the order of priority for rehabilitations and replacements and to develop a long-term schedule for individual rehabilitations and replacements based on the current funding levels as well as provide guidance for an adjusted funding level projection that would reflect a maximum pipeline life expectancy consistent with standard industry practices.(75 yr./100 yr., etc.) or as recommended based on current infrastructure age structure and pipe failure records.

The Plan should utilize industry standards and best practices for establishing priorities as well as data from District and other local agency projects for establishing rehabilitation and replacement costs. Priorities should be based on a combination of pipe age, material, leak history, cathodic protection, pressure, importance/risk (i.e. large transmission main serving a large area versus a small neighborhood supply line on a looped system) likelihood of failure (LOF), consequence of failure (COF), and other pertinent factors including but not limited to pavement maintenance/street repaving schedules and/or pavement condition index (PCI) to group projects in order to minimize duplicative construction costs.

The Plan should both tabulate and geographically illustrate scheduled rehabilitations and replacements using colors for each year(s) of rehab or replacement for both current and adjusted funding levels.
